SUBJECT : Medi-Cal: county organized health system

DIGEST : This bill requires the Partnership Health Plan
to serve the Medi-Cal beneficiaries in the counties of Del
Norte, Humboldt, Lake, Lassen, Modoc, Shasta, Siskiyou and
Trinity.
Senate Floor Amendments of 8/24/12 delete the prior version
relating to alcoholic beverages and replaces it with above
language relating to Medi-Cal.
ANALYSIS : Existing law:
1.Provides for the Medi-Cal program, which is administered
by the State Department of Health Care Services, under
which qualified low-income individuals receive health
care services. The Medi-Cal program is, in part,
governed and funded by federal Medicaid Program
provisions. One of the methods by which these services
are provided is pursuant to contracts with various types
of managed care health plans, including through a county

organized health system.
2.Authorizes the Director of Health Care Services to enter
into contracts with one or more managed health care plans
to provide a comprehensive program of managed health care
services to Medi-Cal beneficiaries residing in specified
counties.
This bill requires, for purposes of the Medi-Cal expansion
to rural areas established under this year's budget act,
the counties of Del Norte, Humboldt, Lake, Lassen, Modoc,
Shasta, Siskiyou and Trinity to be annexed to the closest
contiguous county organized health system (Partnership
Health Plan), upon the approval of the county and the
county-organized health system. This requirement is an
exception from the authorization in existing law for the
director of the Department of Health Care Services to enter
into exclusive or nonexclusive contracts on a bid- or
negotiated-basis with one or more managed health care
plans.
