SUMMARY
This bill requires the Department of Motor Vehicles to send, by
mail, early notification of the expiration date of a
state-issued identification card to the identification
cardholder.
FISCAL EFFECT
Minor, absorbable costs to DMV. (The DMV reports approximately
$425,000 in computer programming costs associated with providing
advance expiration notice to identification cardholders. DMV
indicates, however, that it incurred these programming costs
several years ago in order to provide the advance notice
required by this bill. Therefore, the bill would not result in
new computer programming costs.)
COMMENTS
1)Rationale. The author and proponents contend that the blind
oftentimes possess state identification cards and use them as
their primary source of legal identification. They note that
the blind cannot see the expiration date printed on their
identification cards and therefore depend upon notification by
mail from the DMV of a card's pending expiration, a practice
DMV began several years ago. The author and proponents
express concern that the state's chronic budget problems may
lead to cancellation of programs and practices, such as early
notification of expiration of a state-issued identification
card, not required by statute. This bill would address these
concerns by codifying current practice.
