To the Members of the California State Assembly:
I am returning Assembly Bill 390 without my signature.
This bill would codify the Department of Motor Vehicles' (DMV)
practice of sending a 60 day written notice of expiration to holders
of California identification cards.
As a result of 2008 legislation, DMV allows ID card holders the
option to renew their cards by mail or Internet. The 60 day notice
must be sent to prompt the ID holder to pay his or her fee and renew
by mail or Internet.
Nothing suggests that the DMV is about to discontinue mailing out the
60 day notice. For that reason, this bill is unnecessary.
