To the Members of the California State Assembly:

I am returning Assembly Bill 650 without my signature.

This bill would mandate yet another "blue ribbon" task force: in this
case to prepare a report on public transportation at a cost of at
least $750,000.

This is a matter well within the jurisdiction and competence of the
Assembly and Senate Transportation Committees. Moreover, Caltrans and
the California Transportation Commission are also equipped to probe
into these matters.

Rather than creating a new entity, let's use the resources we have.
