          SUBJECT  :   Committees and commissions: repeal.

           SUMMARY  :  Abolishes the Credit Union Advisory Committee (CUAC) 
          and the Boating and Waterways Commission (BWC) on January 1, 
          2014, pending review by the Joint Sunset Review Committee 
          (JSRC).   Specifically  , this bill:

          1)Deletes the January 1, 2013, sunset date for the State Race 
            Track Leasing Commission (SRTLC) thereby extending it 
            indefinitely.

          2)Abolishes the CUAC and the BWC and the duties and 
            responsibilities carried out by each on January 1, 2014, 
            unless the JSRC conducts a review of each entity beforehand, 
            as specified, and notifies the Secretary of State (SOS) of 
            this review.

          3)Provides that the Capitol Area Committee (CAC) and the 
            California Recreational Trail Committee (CRTC) shall not 
            sunset on January 1, 2013, unless JSRC conducts a review of 
            each entity beforehand, as specified, and notifies the SOS of 
            this review.

          4)Makes technical, conforming changes.

           EXISTING LAW  :

          1)Establishes the CUAC in the Department of Financial 
            Institutions (DFI) with the purpose of advising the 
            Commissioner and the Deputy Commissioner of Financial 
            Institutions for the Division of Credit Unions on matters 
            relating to credit unions and the credit union business.

          2)Establishes the BWC in the Department of Boating and Waterways 
            (DBW).  

          3)Establishes the JSRC, which consists of five members from each 
            house of the Legislature, to identify and eliminate waste,

            duplication, and inefficiency in government agencies.  

          4)Requires each eligible agency, as defined, that is scheduled 
            for repeal, to submit to JSRC an agency report, as provided, 
            and requires JSRC to evaluate the agency prior to the date the 
            agency is scheduled to be repealed.

          5)Establishes the SRTLC and repeals the SRTLC on January 1, 
            2013.  

          6)Establishes the CAC and the CRTC and repeals the CAC and the 
            CRTC on January 1, 2013.

           FISCAL EFFECT  :  Unknown

           COMMENTS  :  

           Purpose of this bill  .  According to the author, "AB 656 
          schedules the BWC and the CUAC for sunset review in 2014, and 
          removes the SRTLC from the review schedule in 2013.  This bill 
          also clarifies that all entities currently scheduled for sunset 
          review will not be abolished absent a review.

          "The JSRC will conduct thorough public reviews of the BWC and 
          the CUAC to ensure they are operating efficiently and 
          effectively.  This bill also requires a review hearing to 
          trigger the sunset date."  

           BWC  .  The BWC advises DBW on all matters within its 
          jurisdiction. The BWC must also consent to all boating 
          facilities loans and grants proposed by the DBW.

          The BWC is composed of seven members appointed by the Governor 
          and confirmed by the Senate.  Each commissioner's term runs for 
          four years.  
           
          CUAC  .  The CUAC was created legislatively in 1996, concurrently 
          with the creation of the DFI, to advise the Commissioner and 
          Deputy Commissioner of Financial Institutions for the Division 
          of Credit Unions on matters relating to credit unions or the 
          credit union business.  The appointed members serve a voluntary 
          two-year term.  The CUAC meets quarterly, and members do not 
          receive any compensation, reimbursement for expenses, or other 
          payment from the state in connection with service on CUAC.

           CAC  .  The CAC was formed in 1977 to independently review the 
          Department of General Services (DGS) reports to the Legislature 
          and to counsel and advise DGS in the carrying out of its 
          responsibilities related to the Capitol Area Plan.  CAC consists 
          of nine members appointed as follows: four members are appointed 
          by the Governor; two members are appointed by the Speaker of the 
          Assembly; two members are appointed by the Senate Rules 
          Committee; and, one member is appointed by the Director of the 
          DGS.  Members of the CAC serve without compensation.

           CRTC  .  The CRTC is charged with hearing the concerns and issues 
          of California's non-motorized trail users and managers and 
          advising the Director of California State Parks and the 
          Governor's office on trail issues.  The CRTC is comprised of 
          seven members.  Members are active in local, regional and 
          statewide trails programs, generally with personal interests in 
          hiking, biking and/or horseback riding.  By statute, there are 
          two seats filled from northern California, two seats from 
          central California, and two seats from southern California, with 
          the seventh seat being filled at-large.  Each seat carries a 
          four-year term. 

           SRTLC  .  The SRTLC is composed of the Director of Food and 
          Agriculture, the Director of Finance, and the Director of DGS 
          and three individuals, appointed by the Governor, who are 
          members of the Board of Directors of the 22nd District 
          Agricultural Association.  The SRTLC may enter into leases or 
          other agreements for the use of the Del Mar Race Track and any 
          other property owned or controlled by the 22nd District 
          Agricultural Association that SRTLC deems necessary to provide 
          horseracing at Del Mar Race Track.
