SUMMARY : Abolishes the Credit Union Advisory Committee (CUAC)
and the Boating and Waterways Commission (BWC) on January 1,
2014, pending review by the Joint Sunset Review Committee
(JSRC).
The Senate amendments delete the Assembly version of this bill,
and instead:
1)Delete the January 1, 2013, sunset date for the State Race
Track Leasing Commission (SRTLC) thereby extending it
indefinitely.
2)Abolish the CUAC and the BWC and the duties and
responsibilities carried out by each on January 1, 2014,
unless the JSRC conducts a review of each entity beforehand,
as specified, and notifies the Secretary of State (SOS) of

this review.
3)Provide that the Capitol Area Committee (CAC) and the
California Recreational Trail Committee (CRTC) shall not
sunset on January 1, 2013, unless JSRC conducts a review of
each entity beforehand, as specified, and notifies the SOS of
this review.
4)Make technical, conforming changes.
EXISTING LAW :
1)Establishes the CUAC in the Department of Financial
Institutions with the purpose of advising the Commissioner and
the Deputy Commissioner of Financial Institutions for the
Division of Credit Unions on matters relating to credit unions
and the credit union business.
2)Establishes the BWC in the Department of Boating and
Waterways.
3)Establishes the JSRC, which consists of five members from each
house of the Legislature, to identify and eliminate waste,
duplication, and inefficiency in government agencies.
4)Requires each eligible agency, as defined, that is scheduled
for repeal, to submit to JSRC an agency report, as provided,
and requires JSRC to evaluate the agency prior to the date the
agency is scheduled to be repealed.
5)Establishes the SRTLC and repeals SRTLC on January 1, 2013.
6)Establishes the CAC and the CRTC and repeals the CAC and CRTC
on January 1, 2013.
AS PASSED BY THE ASSEMBLY , this bill sunseted, as of January 1,
2011, the Board of Pilot Commissioners (Board) and transfers, as
of that date, the Board's duties to Secretary of Business,
Transportation and Housing.
FISCAL EFFECT : According to the Senate Appropriations
AB 656

Committee, pursuant to Senate Rule 28.8, negligible state costs.
COMMENTS : According to the author, "AB 656 schedules the BWC
and the CUAC for sunset review in 2014, and removes the SRTLC
from the review schedule in 2013. This bill also clarifies that
all entities currently scheduled for sunset review will not be
abolished absent a review.
"The JSRC will conduct thorough public reviews of the BWC and
the CUAC to ensure they are operating efficiently and
effectively. This bill also requires a review hearing to
trigger the sunset date."
This bill was substantially amended in the Senate and the
Assembly-approved provisions of this bill were deleted. This
bill, as amended in the Senate is inconsistent with Assembly
actions.
GOVERNOR'S VETO MESSAGE :
"This bill delegates solely to a legislative committee decisions
on whether and for how long certain state commissions should
exist. I don't think this is the best way to eliminate boards
and commissions. I will work with the author to fashion a better
process."
