To the Members of the California State Assembly:

I am returning Assembly Bill 656 without my signature.

This bill delegates solely to a legislative committee decisions on
whether and for how long certain state commissions should exist.  I
don't think this is the best way to eliminate boards and commissions.
  I will work with the author to fashion a better process.
