DIGEST : This bill requires the California State
University to ensure appeal procedures for applicants who
are denied admission are clearly set forth, as specified,
by each of its campuses.
ANALYSIS : Existing law requires the Trustees of the
California State University (CSU) to adopt, amend or repeal
regulations to implement, interpret, or make specific the
law enforced or administered by it or to govern its
procedure. Existing law also provides for public notice
and hearings prior to the adoption, amendment, or repeal of
any regulations.

Existing law also requires that prior to making any change
in admissions criteria, the Trustees of CSU ensure that the
university complies with specified requirements including
consultation with stakeholders, public hearings, and
specified notice requirements.
This bill:
1. Requires CSU to ensure that each of its campuses' appeal
procedures for applicants denied admission clearly set
forth the following:
A. The basis for appeal.
B. A timeframe of 15 business days from the date of
denial in which to appeal.
C. A limit of one appeal per academic term.
D. Contact information for the campus office
handling appeals.
E. Time estimate for a response.
2. Requires that the campus include these appeal procedures
in any notification of a denial of admission to a
student.
3. Requires that the campus post information on its
Internet Web site detailing these appeal procedures.

Chancellor in 2002) states that each campus shall maintain
a process by which students can receive information about
the status of their application for admission, reasons for
denial of admission, and a process to appeal admission
decisions. According to the author's office, while each
campus is to have an appeals process that is available to
students, this process is not uniform nor is it always easy
to obtain. This bill seeks to ensure that applicants who
are denied admission will be notified of the campus appeals
process, how long they have to appeal and ensure that each
campus lists their appeals process on their websites so
interested parties can access that information.
