SUMMARY
This bill requires the Department of Motor Vehicles (DMV) to add
a hyperlink to the confirmation page for vehicle registrations
processed online, which provides the option for registrants to
connect to Donate Life California online California Organ Tissue
Registry on which registrants may sign up as organ and tissue
donors. The linked site will provide the opportunity for
registrants to make a voluntary contribution to the California
Organ and Tissue Donor Registry.
FISCAL EFFECT
Minor, absorbable costs to DMV, who indicates it will have such
a hyperlink on its registration confirmation webpage within a
few weeks.
COMMENTS
1)Rationale. The author notes that the state already encourages
and supports those completing DMV transactions to register as
organ and tissue donors. The author contends that providing
an online link to register as a donor and to donate to support
the registry will further encourage both actions.
2)Background. Existing law requires the front of an application
for an original or renewal of a driver's license or ID card to
contain a space for an applicant to give his or her consent to
be an organ and tissue donor upon death. Applicants making
such an election are provided with a "donor" designation on
their driver's license, and DMV electronically transmits to
Donate Life California specified information on every

applicant that has indicated his or her willingness to
participate in the organ donation program. Existing law also
allows driver's license applicants to make a $2 dollar
donation for the purpose of promoting and supporting organ and
tissue donation, and allows DMV to recoup administrative costs
for processing the donations.
3)Support. This bill is supported by Donate Life California
(sponsor) and other organizations that benefit from organ and
tissue donation.
4)There is no registered opposition to this bill.
