          BILL SUMMARY: AB 767 would establish the State Capitol 
          Sustainability Task Force to develop and implement a State 
          Capitol Sustainability Initiative for the State Capitol, 
          Legislative Office Building, and the State Capitol Park grounds.

          STAFF COMMENTS: SUSPENSE FILE.  AS PROPOSED TO BE AMENDED.
          
          The seven member task force would consist of:
          - Two members appointed by the Speaker of the Assembly, each of 
          whom shall be a Member of the Assembly or an employee of the 
          Assembly.
          - Two members appointed by the Senate Committee on Rules, each 
          of whom shall be a Member of the Senate or an employee of the 
          Senate.
          - Two members appointed by the Governor, who shall be a member 
          of the Governor's staff or a Governor's appointee in the 
          executive branch of state government.
          - One member appointed by the Lieutenant Governor, who shall be 
          a member of the Lieutenant Governor's staff.
          - Each member of the task force is an at-the-pleasure 
          appointment.

          In 2001, the State and Consumer Services Agency held the 
          Greening of the State Capitol Project.  Groups consisting of

          users, facility maintenance staff, and consultants generated 
          action items in six areas: (1) energy saving design and 
          engineering, (2) waste reduction, (3) water conservation, (4) 
          indoor air quality, (5) community interaction, and (6) 
          education.  Actual sustainability initiative costs will depend 
          on the type and scope of projects and would likely continue for 
          many years.

          This bill is similar to AB 2670 (J Perez) 2010 which was vetoed 
          by Governor Schwarzenegger.

          The proposed amendments would:
          (1) Sunset the task force on January 1, 2014. 
          2) Amend Government Code 8195.1(b) (9) to increase the "types" 
          of green building ratings.
          3) Amend Government Code 8195.1(b) (11) to direct the Department 
          of General Services to seek grants and other funding 
          opportunities.
