SUBJECT : Boards and commissions: time reporting.
SUMMARY : Requires members of board and commissions, who meet
certain requirements, to submit a quarterly report to the chair
of the board or commission detailing the time he or she worked
fulfilling the duties of his or her position, and requires the
chair of the board or commission submit a quarterly report to
the Legislature, as specified. Specifically, this bill :
1)Requires members of boards and commissions, as specified, to
submit a quarterly report to the chair of that board or
commission detailing their time worked fulfilling the duties
of his or her position in increments of hours and tenths of
hours, regardless of any other existing law.
2)Requires the chair of a board or commission to submit a
quarterly report to the Senate Committee on Rules, the
Assembly Committee on Rules and any policy committee of the
Legislature that has jurisdiction over the board or
commission, that contains copies of the reports received by
the chair for the past quarter.
3)Applies these requirements to members of boards or commissions
that meet all the following:
a) The member was appointed to the position;
b) The member receives a salary greater than the per diem
expenses claimed by the member in furtherance of his or her
duties; and,
c) The member's salary is set by statute.
EXISTING LAW :
1)Establishes various boards and commissions within state
government.

2)Establishes various standards and procedures that govern the
amount of salary or per diem expenses that a member of a board
or commission may earn or claim.
FISCAL EFFECT : Unknown
COMMENTS :
Purpose of this bill . According to the author's office, "Recent
news articles and media attention has put a spotlight on
ex-legislators being appointed to cushy positions that pay
excessively high salaries. For example, appointees to the
Unemployment Insurance Appeals Board (CUIAB) make $128,109 a
year and six of the seven board members are ex-legislators.
"Many of these boards and commissions meet only a few times per
year and since members are not required to track their time
worked, it is unclear whether or not they are working an amount
of time that would justify their salaries.
"With the state's budget crisis, every dollar being spent -
whether from fees or taxpayer funds - should be examined to
ensure it is being spent wisely. The state must ensure that
salaries paid to appointees are commensurate with the value they
provide to taxpayers."
Background . The following boards and commissions would be
subject to the requirements of this bill.

Previous legislation . AB 579 (Huber) of 2010, requires the
State Auditor (SA) to assess the workload of at least two state
boards or commissions annually, and directs the SA to audit the
CUIAB to satisfy one of the annual audits required by 2010.
This bill was vetoed.
