SUMMARY : This bill would require the Public Utilities
Commission (PUC), to evaluate reasonable alternatives for
financing residential energy efficiency retrofits, including
efficiency improvements of heating, ventilation, and
air-conditioning. This bill would require the PUC to consult
and coordinate with the Energy Commission complying with those
requirements.
EXISTING LAW requires the:
1)Energy Commission to establish a regulatory proceeding to
develop a comprehensive program to achieve greater energy
savings in the state's existing residential and nonresidential
building stock.
2)PUC to investigate the ability of electrical corporations and
gas corporations to provide various energy efficiency
financing options to their customers for the purposes of
implementing the above-described Energy Commission program.
FISCAL EFFECT : According to the Assembly Appropriations
Committee, one-time special fund costs of up to $100,000 to
undertake and incorporate the evaluation within the scope of an

existing PUC proceeding. The bill does not mandate
implementation of any recommendations that results from the

COMMENTS : Pursuant to existing law, the PUC has opened a
Rulemaking to investigate the ability of electrical corporations
and gas corporations to provide various energy efficiency
financing options to their customers for the purposes of
implementing the above-described Energy Commission program.
This bill does not mandate implementation of any recommendations
that result from the evaluation.
