   An act to add Section 39633 to the Health and Safety Code,
relating to vessels.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 937, as amended, Mendoza. Vessels: emission reduction control.
   Existing law regulates emissions from cruise ship engines and
oceangoing ship engines. Existing law prohibits a cruise ship, as
defined, and an oceangoing ship, as defined, from conducting onboard
incineration while operating within 3 miles of the California coast.
   This bill would authorize cruise ships and oceangoing ships, while
in California ports, to use  , without penalty,  exhaust
filtration technology approved by the State Air Resources Board, as
an alternative to shore power.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 39633 is added to the Health and Safety Code,
to read:
   39633.  While in California ports, cruise ships and oceangoing
ships may use  , without penalty,  exhaust filtration
technology that has been approved by the state board as an
alternative to shore power.
