To the Members of the California State Assembly:

I am returning Assembly Bill 1145 without my signature.

I commend the author for his hard work on this measure to more
effectively re-train injured workers and improve return to work
rates. I note that the provisions in this measure are included in the
recently enacted comprehensive workers' compensation reform
legislation - - making a second measure unnecessary at this time.

These reforms - backed by both Democrats and Republicans ? reduce
costs to businesses and protect workers.  Further, they will help to
avert an imminent crisis of skyrocketing rates that would have hurt
both injured workers and businesses.
