AB 1204 (Dickinson) - As Introduced: February 18, 2011
SUBJECT : Fairs: California Exposition and State Fair Authority.
SUMMARY : This bill would add two new areas of knowledge, in which
Governor's appointees to the California Exposition and State Fair's board
(Board) are required to have general expertise. Specifically, this bill:
1)Requires that public relations and marketing are subject areas that
Governor's appointees to the Board possess.
2)Requires Board members to continue on the Board past the expiration of
their term, until a replacement is appointed and qualified.
3)Makes technical changes by deleting obsolete code.
EXISTING LAW requires the governing body of Cal Expo be an 11 member Board
of directors who shall be residents of California and appointed, as
specified. Requires the Governor to appoint nine directors to the Board
and that these directors have general knowledge of, interest in, and
expertise in, one or more specified areas. Also requires director's terms
to be for four years. �Food and Agriculture Code Section 3312]
FISCAL EFFECT : Legislative Counsel has keyed this bill non-fiscal.
COMMENTS : According to the author, Cal Expo is working to "find its
future." One approach is to add new areas of expertise for the Board,
specifically, public relations and marketing. With the changes Cal Expo
plans to make in the near future, the addition of Board members with
public relations and marketing expertise would be helpful.
There is an occasional delay in the appointment of Board members. It is
essential, in order to maintain continuity on the Board and to ensure a
quorum, that, a member whose term has expired continues on the Board until
a new member is appointed and qualified. Otherwise, the Board could find
itself in a tough spot when dealing with issues of importance to the State
Fair.
The technical changes in this bill delete outdated language relating to
original appointee terms ending in 1986.
The author's office has discussed amending this bill to reorganize Cal

Expo into a more independent entity. The committee will request the bill
back for hearing if the bill is significantly amended.
