To the Members of the California State Assembly:

I am returning Assembly Bill 1216 without my signature.

This bill would give affected tenants and public entities the right
to sue owners of assisted housing developments who are ending their
participation in a subsidy program.

I strongly support preserving assisted housing units.  Unfortunately,
the bill fails to specify clearly the remedies available.  This
could lead to unnecessary litigation and delays.
