           SUMMARY  

          This bill requires the Employment Training Panel's (ETP) 
          three-year plan to include training goals and strategies that 
          may be implemented to support target populations in need of 
          employment training, including military veterans and National 
          Guard members.  

           FISCAL EFFECT  

          Minor, absorbable costs to the ETP for specified modifications 
          to its strategic plan.  The ETP is entirely supported by 
          proceeds from the Employment Training Tax (approximately 0.1% of 
          wages) collected from employers.  

           COMMENTS  

           1)Purpose  .  The ETP is a business and labor supported state 
            agency that assists employers in strengthening their 
            competitive edge by providing funds to off-set the costs of 
            job skills training necessary to maintain high-performance 
            workplaces.  According to ETP's 2009-10 Annual Report, it 
            administered 935 training contracts during this timeframe.  Of 
            this number, 208 were new contracts and the remaining 727 were 
            approved in prior years, but are still active.  

            According to ETP's 2011-12 Strategic Plan, "�the panel] will 
            continue to enhance its funding of training to help veterans 
            pursue high-skill, high-wage jobs in secure industries by 
            providing incentives such as increased training reimbursement 
            rates for contractors who prioritize training for veterans.

            ETP will continue to partner with other state agencies to 
            develop initiatives for the training and employment of 
            veterans and will increase outreach to veteran organizations 
            with the intent of developing training projects that focus on 
            meeting veterans' training needs."


            This bill requires ETP to include information in its 
            three-year plan regarding military personnel.  


           2)Executive Order B-9-11  , signed August 23, 2011, established 
            the California Interagency Council on Veterans (CICV) to 
            improve the coordination of veterans' services across state, 
            local, and federal governments.  The order directs the 
            Secretary of the California Department of Veterans Affairs to 
            establish the CICV, which will be tasked with identifying and 
            prioritizing the needs of California's veterans and 
            coordinating activities at all levels of government to address 
            those needs.  

           3)Previous legislation  .  AB 1567 (Committee on Veterans 
            Affairs), similar to this bill, was vetoed by Governor 
            Schwarzenegger in October 2009 with the following message: 

            "I appreciate the service and dedication our veterans have 
            provided to California and strongly support providing them 
            employment training and opportunities.  However, ETP already 
            supports employment training for military veterans and its 
            annual strategic planning process already puts a strong focus 
            on developing training projects and partnerships in the 
            veteran community.  As California continues to struggle in 
            these difficult economic times, this bill would reduce ETP's 
            flexibility to meet the changing needs of California's 
            employers and workers."
