SUBJECT : Gambling Control Commission; Gaming Policy
Advisory Committee
SUMMARY : Requires the Gaming Policy Advisory Committee to
meet at least twice a year.
Existing law :
1) The Gambling Control Act (Bus. & Prof. Code � 19800 et
seq.) establishes a regulatory framework for gaming in
California, creating the California Gambling Control
Commission with the authority to approve deny, revoke, or
suspend gambling licenses and permits for reasonable cause.
2) Establishes a 10-member Gaming Policy Advisory
Committee, composed of representatives of controlled
gambling licensees and members of the general public in
equal numbers.
3) Requires the executive director of the Gambling Control
Commission to periodically convene the Advisory Committee
to discuss recommended controlled gambling regulatory
policy.
4) Provides the committee may not advise the commission on
Indian gaming.
This bill : Requires the Gaming Policy Advisory Committee
to meet at least twice a year and would require the
California Gambling Control Commission to consult with the
committee on recommended proposed regulations, as

COMMENTS :
1) According to the author, this measure seeks to
revitalize the Gaming Policy Advisory Committee by ensuring
that the committee actually holds meetings and requires the
Commission to consult with the committee on recommended
proposed regulations.
AB 1290 will make the Gaming Policy Advisory Committee more
relevant to the Gambling Control Commission, gaming
industry, and the public at large. The Commission is
responsible for appointing and constituting the Advisory
Committee. Yet, under current law, there is no requirement
that the Advisory Committee meet. In fact, the committee
has not met for more than two years. This bill would
require the Advisory Committee to meet at least twice a
year.
2) Related legislation :
SB 162 (Anderson, 2011) requires the Advisory committee to
meet at least twice a year and would require the commission
and the Department of Justice to consult with the committee
on recommended proposed regulations, and would require the
committee to present its recommendations to the Department
of Justice. (Assembly G.O. Committee)
