Background: The state Attorney General has been investigating
allegations that SCAN Health Plan illegally double-billed the
federal Medicare program and the state Medi-Cal program for
medical services provided to individuals eligible for both
programs. The state is likely to receive settlement payments in
the tens of millions from those investigations.
Proposed Law: AB 1309 would appropriate $15 million from any
settlement funds for support of a medical school at UC
Riverside. The bill is an urgency measure.
Staff Comments: The bill states that only funds from a
settlement shall be used for this bill. The proceeds of legal
settlements with the state are usually General Fund revenues.
Thus, this bill appropriates General Fund revenues.
This bill previously addressed transportation issues. It was gut
and amended to address its current topic. The bill was referred
to this committee under to Senate Rule 29.10 (c).
