           SUMMARY  

          This bill requires specified state agencies to develop a 
          strategic plan for connecting education and workforce 
          development.  Specifically, this bill:

          1)Requires the Secretary of Labor and Workforce Development 
            (CLWD), the California Workforce Investment Board (CIWB), the 
            California Community Colleges (CCC) Office of the Chancellor 
            (CCCCO), the CCC Board of Governors (BOG), the State 
            Department of Education (CDE), and the California 
            Postsecondary Education Commission (CPEC) to develop a 
            strategic plan, to include specified elements, for connecting 
            the delivery of education and workforce development in the 
            state.

          2)States legislative intent that input be solicited from K-12 
            and postsecondary education institutions, local workforce 
            investment boards, regional occupational centers and programs, 
            adult school programs, and other appropriate governmental 
            entities in developing recommendations for the strategic plan.

          3)Requires the CCCCO and CWIB to report their recommendations 
            for the strategic plan to the governor and Legislature by July 
            1, 2012, and requires the CCCCO to provide staffing and 
            resources to complete the plan and report.

           FISCAL EFFECT  

          One-time General Fund costs of around $300,000 to the CCCCO to 
          provide staffing and other resources necessary to complete the

          strategic plan and report within six months of the enactment of 
          this bill. The CCCCO currently lacks the staff or resources to 
          absorb this task.

          COMMENTS  

           1)Purpose  . According to the author, more can be done to 
            strengthen the coordination of workforce preparation among 
            community colleges, adult schools, high school career 
            technical programs, workforce investment boards or a variety 
            of public, private, and non-profit training centers.  Many 
            agencies involved in workforce development have a plan or 
            strategy for delivering training, yet these entities fail to 
            work cohesively or to integrate their efforts. This bill 
            requires the lead agencies involved with education and career 
            training to conduct stakeholder meetings. The information 
            gathered would be used to provide a single state strategic 
            plan on workforce development and related recommendations to 
            the Legislature.  

          2)Prior Legislation  . AB 35 (Furutani) of 2010, which included 
            the general requirements of this bill, was held on Suspense in 
            Senate Appropriations.
