Original Committee Reference: HIGHER ED.
SUMMARY : Requires specified state agencies to develop a
strategic plan for connecting education and workforce
development. Specifically, this bill :
1)Requires the Secretary of California Labor and Workforce
Development Agency (LWDA), in conjunction with the California
Workforce Investment Board, the California Community Colleges
(CCC) Office of the Chancellor, the State Department of
Education, and the California Postsecondary Education
Commission, to develop a strategic plan, to include specified
elements, for connecting the delivery of education and
workforce development in the state.
2)States legislative intent that the LWDA Secretary solicit
input from K-12 and postsecondary education institutions,
local workforce investment boards, regional occupational
centers and programs, adult school programs, and other
appropriate governmental entities in developing
recommendations for the strategic plan.
3)Provides that the strategic plan shall be funded from the
federal Workforce Investment Act of 1998, the federal Carl D.
Perkins Career and Technical Education Improvement Act, or

other available federal funds for workforce development, or
from philanthropic sources.
4)Authorizes the LWDA Secretary to commence the strategic plan
only upon a determination by the Director of Finance that
sufficient federal funds or private donations are available to
the state to fully support the activities required for
development of the strategic plan.
The Senate amendments allow the strategic plan to commence only
upon a determination by the Department of Finance that
sufficient non-state funds are available for this purpose.
AS PASSED BY THE ASSEMBLY , this bill was substantially similar
to the version approved by the Assembly.
FISCAL EFFECT : According to the Senate Appropriations
Committee, costs of $150,000 - $300,000.
COMMENTS : Currently, there are various agencies in the state
tasked with the responsibility of developing a unified,
strategic planning process to coordinate various education,
training, and employment programs into an integrated workforce
development system, including:
1)Improving Transition Outcomes for Youth With Disabilities
Project Strategic Plan
2)CCC Chancellor's Office Strategic Plan
3)California Department of Energy Strategic Plan
4)California Public Utilities Commission's Strategic Plan
5)California Energy Commission Plan
According to the author, the state needs a comprehensive
strategy to get Californians back into jobs to help reenergize
our economy. The current method of workforce preparation has
great potential to address the individual needs of a diverse
population. However, more can be done to strengthen the
coordination between community colleges, adult schools, high

school career technical programs, workforce investment boards or
a variety of public, private, and non-profit training centers.
The information gathered would be used to provide
recommendations to the Legislature regarding the development of
a single state strategic plan on workforce development.
GOVERNOR'S VETO MESSAGE :
This bill would require the Labor and Workforce
Development Agency, in conjunction with the California
Workforce Investment Board, the Office of the
Chancellor of the California Community Colleges, the
State Department of Education, to develop a strategic
plan that connects the delivery of education and
workforce development in California.
Although I heartily agree with the author's goal, I
don't think a new law is needed. My Senior Advisor for
Jobs and Economic Development and my Secretary of Labor
are already working with educators, labor and business
leaders to achieve the important objectives of this
bill. I have asked them to work with the author and
supporters of the bill to make sure their good ideas
are acted on.
