An act to add Article 5.5 (commencing with Section 12245) to
Chapter 3 of Part 2 of Division 3 of Title 2 of the Government Code,
relating to city officials.

AB 1355, as introduced, Lara. City officials: standards.
Existing law requires the Secretary of State to, among other
things, upon appropriation by the Legislature, publish and distribute
a roster of the state and local public officials in California.
This bill would require the Secretary of State to, in consultation
with the Controller and the League of California Cities, develop and
set forth recommendations for minimal educational and certification
standards for city clerks, city managers, and city treasurers,
whether elected or appointed, and to post those standards on the
Secretary of State's Internet Web site.
Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Article 5.5 (commencing with Section 12245) is added to
Chapter 3 of Part 2 of Division 3 of Title 2 of the Government Code,
to read:
Article 5.5. City Officials Standards
12245. (a) The Secretary of State shall, in consultation with the
Controller and the League of California Cities, develop and set
forth recommendations for minimal educational and certification
standards for the following city officials, whether elected or
appointed:
(1) City clerk.
(2) City manager.
(3) City treasurer.
(b) The Secretary of State shall post the standards developed
pursuant to subdivision (a) on the Secretary of State's Internet Web
site.
