BILL SUMMARY: AB 1409 would require the study on the potential
roles of the state in global markets prepared by the Business,
Transportation and Housing Agency (agency) to address good
movement goals and outcomes related to international trade and
infrastructure.

STAFF COMMENTS: This bill meets the criteria for referral to the
Suspense file.
The policy committee analysis notes the Goods Movement Action
Plan presents a framework for action and is built on a
performance measurement platform that provides a means to
evaluate, select, and fund candidate projects and actions
relative to desired outcomes. The plan identifies approximately
200 actions and projects recommended for further investigation,
review or implementation totaling $15 billion in capital costs.
This bill would revise the study related to international trade
and investment to include:
- Policy goals, objectives, and recommendations adopted in the
Goods Movement Action Plan that are found appropriate by the
agency to provide the trade infrastructure necessary to
implement a comprehensive international trade and investment
program for the state.
- Measurable outcomes and timelines for the goals, objectives,
and actions for the completion of those aspects of the Goods

Movement Action Plan determined to be appropriate by the agency
to implement a comprehensive international trade and investment
program for the state.
- Identification of those public agencies and private sector
entities necessary to implement those aspects of the Goods
Movement Action Plan that are identified in the strategy update.
Staff estimates revising the study to incorporate the above
information would require the workload equivalent of one
associate governmental program analyst for up to one year.
This bill contains codified findings and declarations. In the
interest of code clarity and efficiency, staff recommends the
bill be amended to place the findings and declarations in an
uncodified section of the bill.
