SUMMARY
This bill reorganizes statutes pertaining to Indian gaming
compacts primarily by moving them to a newly created Title 16.5
on Tribal Gaming in the Government Code.
FISCAL EFFECT
There are no costs associated with this legislation.
COMMENTS
1)Rationale . This bill is the annual Assembly Governmental
Organization Committee clean-up bill that makes clarifying,
technical and non-controversial changes to the existing
statute. The committee worked with Legislative Counsel on this
bill to establish a separate chapter within the Government
Code for all gaming compacts.
2)Chaptering Problem . In moving the tribal compact language to a
new section of the Government Code, this bill inadvertently
conflicts with AB 1020 (Chesbro) ratifies the new compact
between the State of California and the Habermatolel Pomo of
Upper Lake. At some point, these two bills will need to be
reconciled.
