COMMENTS
Rationale. According to the author, California is a complex and
dynamic state that needs support of a responsive government.
The author argues that it is imperative that entities no longer
of use to the people are removed from statute to ensure that
government is streamlines, efficient, and effective. The author
points out that the JLRC has not met in at least 20 years.
