          SUMMARY  :

          AB 1458 deletes obsolete provisions of law that established, 
          in 1963, the Joint Legislative Retirement Committee, which 
          has not met in over 20 years.

           BACKGROUND AND ANALYSIS  :
          
           1)Existing law  established the Joint Legislative Retirement 
            Committee in 1963 to study and review California's public 
            retirement systems.

           2)This bill  repeals provisions of law establishing the Joint 
            Legislative Retirement Committee, which has not operated in 
            existence for over 20 years.

           COMMENTS  :

           1)Argument in Support  

          According to the author:

            "The Joint Legislative Retirement Committee was created in

            1963 to 'study and review the benefits, programs, actuarial 
            conditions, practices, investments and procedures of, and 
            all legislation relating to the retirement systems for 
            public officers and employees in this state and the trends 
            and developments in the field of retirement.'  The 
            committee has not met in at least 20 years, and was 
            recently replaced by the new Joint Conference Committee on 
            Public Employee Pensions.  This Committee is tasked with 
            'examining the current public pensions systems, the 
            efficacy of recent reforms, and options going forward to 
            help bring fiscal stability to the systems in a way that's 
            fair to both workers and the citizens of California.'

            California is a complex and dynamic state that needs 
            support of a responsive government.  It is imperative that 
            entities no longer of use to the people are removed from 
            statute to ensure that government is streamlined, 
            efficient, and effective.

            This bill is one of four bills sponsored by Assemblymember 
            Huber related to deleting nonexistent government entities."
