           DIGEST  :    This bill makes changes related to Public Safety 
          Realignment funding portions of the 2012-13 Budget.  This 
          bill (1) makes corrective technical amendments specifying 
          that 94.481% of funds allocated to the Juvenile Justice 
          Subaccount be allocated, by the Controller, to the Youthful 
          Offender Block Grant (YOBG) Special Account and that 5.519% 
          be allocated to the Juvenile Reentry Grant (JRG) Special 
          Account.  These allocations are consistent with projected 
          base funding for each program ($93.3 million for the YOBG 
          Special Account and $5.4 million for the JRG Special 
          Account); and (2) makes non-substantive clarifying

          amendment related to the Controller's allocation of funds 
          deposited into the California Work Opportunity and 
          Responsibility to Kids (CalWORKS) Maintenance of Effort 
          Subaccount.

           Senate Floor Amendments  of 8/21/12 delete the provisions of 
          the bill dealing with the high-speed rail.  The amendments 
          now constitute the bill.

           ANALYSIS  :    Existing law, commencing with the 2012-13 
          fiscal year, requires the Controller to allocate 96.015% of 
          the funds allocated to the Juvenile Justice Subaccount from 
          the Local Revenue Fund 2011 to the YOBG Special Account, 
          and to allocate 3.085% of the funds in that subaccount to 
          the JRG Special Account, as specified.

          This bill instead requires the Controller to allocate 
          94.481% of the funds described above to the YOBG Special 
          Account, and to allocate 5.519% to the JRG Special Account.

          Existing law requires the Controller to allocate to the 
          CalWORKs Maintenance of Effort Subaccount of each local 
          health and welfare trust fund the amounts deposited and 
          remaining unexpended and unreserved in the Maintenance of 
          Effort Subaccount on the 15th day of each month.

          This bill instead requires the Controller to allocate to 
          the CalWORKs Maintenance of Effort Subaccount of each local 
          health and welfare trust fund the amounts deposited into 
          the Maintenance of Effort Subaccount.

          This bill declares that it is to take effect immediately as 
          a bill providing for appropriations related to the Budget 
          Bill.
