Subject: Elections.
Summary: This bill establishes the order in which bond measures
and constitutional amendments that are proposed by initiative
shall appear on ballots. Specifically, this bill:
1) Establishes that bonds measures, including those
proposed by initiative, shall appear first on ballots in
the order in which they qualify.
2) Establishes that constitutional amendments, including
those proposed by initiative, shall appear on ballots after
bond measures, in the order in which they qualify.
3) Establishes that legislative measures and other
initiative measures shall appear after bond measures and
constitutional amendments, including those proposed by
initiative.
Fiscal Effect: This bill would have minimal fiscal impact for
the Secretary of State.
Comments: This bill is a trailer bill relating to the 2012
Budget Act. The bill clarifies the order in which bond measures
and constitutional amendments that are proposed by initiative
shall appear on ballots.
