SUMMARY : Establishes the order in which bond measures and
constitutional amendments, which are proposed by initiatives,
shall appear on the ballot.
The Senate amendments delete the Assembly version of this bill,
and instead:
1)Establish that bonds measures, including those proposed by
initiative shall appear first on ballots in the order in which
they qualify.
2)Establish that constitutional amendments, including those
proposed by initiative shall appear after bond measures on
ballots in the order in which they qualify.
3)Establish that legislative measures and other initiative
measures shall appear after bond measures and constitutional
amendments, including those proposed by initiative.
4)Add an appropriation allowing this bill to take effect
immediately upon enactment.
AS PASSED BY THE ASSEMBLY , this bill expressed the intent of the
Legislature to enact statutory changes relating to the Budget
Act of 2012.
FISCAL EFFECT : None
COMMENTS : This bill is a trailer bill relating to the 2012

Budget Act. The bill clarifies the order in which bond measures
and constitutional amendments, which are proposed by
initiatives, shall appear on the ballot.
