DIGEST : This bill deals with reducing the permitting
requirements for hazardous waste treatment for that low
risk waste treatment; this bill modifies the definition of
hazardous waste treatment so that various types of
activities that often take place when hazardous wastes are
accumulated or stores are exempted from the regulatory
requirements that apply to hazardous waste treatment
facilities; and this bill provides exemptions from
additional treatment permitting for separation of air and

currently required to receive separate treatment permits
because the facility was collecting airborne dust n a
ventilation system and separating the airborne dust from
air.
ANALYSIS : Existing law requires hazardous waste storage,
treatment and disposal facilities to obtain a hazardous
waste facilities permit or other grant or authorization
from the Department of Toxic Substances Control.
Comments
According to the author's office, although technically
treatment, an additional layer of regulation is not
required to make sure that removing air form dust is
necessary to protect the environment or public safety.
