SUMMARY : Authorizes the construction and maintenance of a
memorial in the Capitol Veterans Memorial Grove to honor
California American Portuguese veterans.
The Senate amendments delete the requirement that the committee
consult with the Department of Veterans Affairs regarding the
location of the memorial, clarify that the location be in the
existing Veterans Memorial Grove, rename the Veteran Memorial
Grove to be named the All Veterans Memorial, and make technical
changes.
AS PASSED BY THE ASSEMBLY , this bill authorized the construction
of a memorial in the Capitol Historic Region to honor California
American Portuguese veterans as follows:
1)Required the Department of General Services (DGS) in
consultation with California American Portuguese Club
Incorporated to be responsible for planning and construction
of a memorial to honor California American Portuguese
veterans.
2)Established a California American Portuguese Veterans Memorial
Committee to a) identify an appropriate location for the
memorial in the Capitol Historic Region within the existing
boundary of the Capitol Veterans Memorial and b) review a
memorial design, in consultation with the Department of
Veterans Affairs.
3)Required that funds for the planning, construction, and
maintenance of the memorial be provided through private
donations to the American Portuguese Club Incorporated.
4)Prohibited the construction of the memorial until: a) the

master plan for the State Capitol Park is approved by the
Joint Committee on Rules; and, b) the Joint Committee on Rules
and the Department of Finance have determined that sufficient
private funding is available to construct and maintain the
memorial.
FISCAL EFFECT: According to the Senate Appropriations
Committee, no direct state costs. DGS's costs will be covered by
donations sufficient for planning, construction, and
maintenance.
