           SUMMARY  :   Extends, until January 1, 2020, the sunset date 
          prohibiting the Department of Transportation (CalTrans) from 
          withholding retention proceeds to its contractors when making 
          progress payments for work performed on a public works project, 
          and makes legislative findings and declarations. 

           The Senate amendments  : 

          1)Add to the list of acceptable forms of bidder's security, an 
            electronic bidder's bond by an admitted surety insurer 
            submitted using an electronic registry service approved by the 
            department advertising the contract.

          2)Make technical, clarifying, and conforming changes. 

           AS PASSED BY THE ASSEMBLY  , this bill extended, until January 1, 
          2020, the sunset date prohibiting the CalTrans from withholding 
          retention proceeds to its contractors when making progress 
          payments for work performed on a public works project. 

           FISCAL EFFECT  :   According to the Senate Appropriations 
          Committee, pursuant to Senate Rule 28.8, negligible state costs. 


           COMMENTS  :   This bill was amended in the Senate and is 
          consistent with Assembly actions.
