           SUMMARY  

          This bill allows the administrator of a veterans' home to enter 
          into agreement with the veterans' home allied council to 
          authorize the council to operate Morale, Welfare, and Recreation 
          (MWR) Fund activities such as a hobby shop, movie theater, 
          library, band, and to pay for such things as newspapers, 
          entertainment, sports activities, celebrations and other 
          activities for the morale, welfare and recreation of the 
          veterans. 
           
           FISCAL EFFECT  

          Negligible. MWR activities are funded from the MWR Fund at each 
          veterans home. 

           COMMENTS  

           Rationale  . This bill is permissive and merely clarifies that 
          veterans' home administrators may enter into an agreement with 
          the allied council to authorize expenditure of MWR funds.
