SUBJECT OF BILL
Morale, Health, and Welfare Fund operation of facilities
and activities
PROPOSED LAW
Give home administrators permission to enter into
agreements with allied councils to operate facilities and
activities relating to the morale, health, and welfare
fund.
EXISTING LAW AND BACKGROUND
1. The Veterans' home of Yountville maintains a Morale,
Welfare, and Recreation Fund for activities at the
Veterans' Home as provided for in Code sections 1047 &
1048.
2. Money for the fund comes from various sources such as
special license plates, profits from a home exchange, wills
of deceased members, etc.
3. The fund is overseen by the home administrator who has
the Veterans' Home Allied Council as an advisory body (Sec.
1050).
COMMENT
1. This bill is permissive - not a requirement.
2. As pointed out in the prior analysis, "The nature and
extent of any agreement rests wholly within the discretion
of the administrator. Funds must still be spent only with
the approval of the Secretary. For the foregoing reasons
the bill seems aligned with the policy expressed in
existing statute."
