Allied Council: operation of facilities and
activities

DIGEST : This bill allows the administrator of a veterans
home to enter into agreement with the veterans' home allied
council to authorize the council to operate Morale,
Welfare, and Recreation (MWR) Fund activities such as a
hobby shop, movie theater, library, band, and to pay for
such things as newspapers, entertainment, sports
activities, celebrations and other activities for the

morale, welfare and recreation of the veterans.
ANALYSIS :
Existing law:
1. Directs the administrator of a veterans' home to
maintain an MWR Fund.
2. States that the money in the Fund shall be used at the
discretion of the administrator and with the approval of
the Secretary of the Department of Veterans Affairs.
3. MWR money may be used to provide for the general welfare
of the veterans in the home, including, for example,
such functions as the Veterans Home Exchange, the hobby
shop, the movie theater, the library, the band, sports
activities, and celebrations.
4. MWR money may not be expended on anything that is not
for the general welfare of the veterans, and in
particular not for medical or related treatments, nor
maintenance of the physical plant of the home.
Background
The Veterans' home of Yountville maintains a Morale,
Welfare, and Recreation Fund for activities at the
Veterans' Home as provided for in Code Sections 1047 and
1048. Money for the Fund comes from various sources such
as special license plates, profits from a home exchange,
wills of deceased members, etc. The Fund is overseen by
the home administrator who has the Veterans' Home Allied
Council as an advisory body (Military and Veterans Code
Section 1050).
