          SUBJECT  :   California Architects Board.

           SUMMARY  :   Staggers the terms of California Architects Board 
          (CAB) members appointed by the Governor, as specified.  
          Specifically,  this bill  :

          1)Provides that of the three licensed members appointed by the 
            Governor whose terms commence on July 1, 2013, the term of two 
            members shall expire on June 30, 2017, and the term of one 
            member shall expire on June 30, 2019.

          2)Provides that of the two licensed members appointed by the 
            Governor whose terms commence on July 1, 2014, the term of one 
            member shall expire on June 30, 2018, and the term of the 
            other member shall expire on June 30, 2020.

          3)Specifies that the term of the public member appointed by the 
            Governor that commences on July 1, 2014, shall expire on June 
            30, 2019.

          4)Specifies that of the two public members appointed by the 
            Governor whose terms commence on July 1, 2016, the term of one 
            member shall expire on June 30, 2020, and the term of the 
            other member shall expire on June 30, 2021.

          5)Specifies that this bill does not alter the four-year terms of 
            a current or future member of CAB, as specified.

           EXISTING LAW  :

          1)Provides for the licensure and regulation of architects by 
            CAB.

          2)Establishes CAB, consisting of five architect members 
            appointed by the Governor, three public members appointed by 
            the Governor, and two public members appointed by the 
            Legislature, as specified.

          3)Provides that the members of CAB serve terms of four years, 
            expiring on June 30.

           FISCAL EFFECT  :   Unknown.  This bill is keyed non-fiscal.

           COMMENTS  :  

           Purpose of this bill  .  According to the author, "This proposal 
          seeks to avoid having a large number of terms expire during 
          consecutive years.  Currently, three terms (all architects) are 
          scheduled to expire in 2013 and four terms (two architects and 
          two public) are scheduled to expire in 2014.  That means a total 
          of seven out of ten terms (and all architects terms) expire in a 
          one year period.  This creates a tremendous loss of 
          institutional memory and effectiveness for the CAB.  To remedy 
          this problem, this proposal simply restaggers the terms of the 
          gubernatorial appointees to CAB."

           Background  .  Created in 1901, CAB establishes regulations for 
          examination and licensing of the profession of architecture.  
          CAB is composed of 10 members; five are architects and five are 
          public members.  The Governor appoints the five architect 
          members and three of the public members.  The Speaker of the 
          Assembly and the Senate Rules Committee appoint one public 
          member each.

          This bill staggers the terms of CAB members appointed by the 
          Governor, by requiring certain members to serve five and six 
          year terms, as specified.
