           SUMMARY  

          This bill makes changes to the content of the quarterly 
          statement for cost of care charges presented to residents of 
          veterans' homes. The proposed statement would (a) specify that 
          if the veteran is a resident of the home at the time of death, 
          the home may use his or her money or personal property that is 
          in the possession of the home for payment of unreimbursed excess 
          costs of care; and (b) terms and conditions upon which the 
          member's fees and costs can be changed.

           FISCAL EFFECT  

          Negligible.

           COMMENTS  

           Rationale  . Though this information is presented to residents 
          when they join the homes, and is posted in the homes, the author 
          and sponsor - AMVETS, California - contend the extra notice will 
          be a helpful reminder.
