To the Members of the California State Assembly:

I am returning Assembly Bill 1885 without my signature.

This bill mandates that all counties increase the reciprocity period
from six months to one year for some county employees laid-off and
later re-employed.

I don't believe it is reasonable to require counties to offer this
benefit and reverse an explicit agreement made during the
negotiations that led to the pension reform law I signed this month.
