SUMMARY
This bill requires owners of two or more heavy-duty diesel motor
vehicles to perform smoke opacity inspections and make any
related, necessary repairs by December 31 of each calendar year.
FISCAL EFFECT
Negligible costs to the Air Resources Board (ARB).
COMMENTS
1)Rationale . The California Trucking Association (sponsor)
contends this bill would allow fleet owners, who, under
current law, must retest each heavy-duty diesel vehicle within
one year of a previous smoke opacity test, to consolidate the
testing and repair of vehicles in their fleets.
2)Background . ARB's Periodic Smoke Inspection Program requires
diesel and bus fleet owners to conduct annual smoke opacity
inspections of their vehicles and repair those with excessive
smoke emissions to ensure compliance. The ARB randomly audits
fleets, maintenance and inspection records and tests a
representative sample of vehicles. All vehicles that do not
pass the test must be repaired and retested within 12 months.
A fleet owner that neglects to perform the annual smoke
opacity inspection on applicable vehicles is subject to a
penalty of $500 per vehicle, per year.
