SUBJECT : Civil service examinations: announcement.
SUMMARY : Requires the State Personnel Board (SPB) to notify
the Department of Veterans Affairs when any promotional
examination for the establishment of an eligible list is
announced or advertised.
EXISTING LAW :
1)Allows persons retired from the United States military,
honorably discharged from active military duty with a
service-connected disability, or honorably discharged from
active duty, to apply for promotional civil service
examinations, including examinations for career executive
assignments, for which they meet the minimum qualifications as
prescribed by the class specification. Persons receiving
passing scores have their names placed on promotional lists
resulting from these examinations or otherwise gain
eligibility for appointment. In evaluating minimum
qualifications, related military experience must be considered
state civil service experience in a class deemed comparable by
the State Personnel Board, based on the duties and
responsibilities assigned.
2)Authorizes Veterans Preference Points to be awarded in open
and open nonpromotional entrance examinations requiring less
than college graduation and two years of experience. In open
examinations, eligible veterans, widows/widowers of veterans,
and spouses of 100% disabled veterans receive 10 points.
Eligible disabled veterans receive 15 points. In open
nonpromotional examinations, eligible veterans receive five
points. Eligible disabled veterans receive 10 points. No
veteran's preference points will be allowed once a veteran
achieves permanent civil service status.
FISCAL EFFECT : Unknown.
COMMENTS : According to the author, "Veterans are legally able

to use their military experience to apply for state civil
service jobs, but their unfamiliarity with the state personnel
board and it's bureaucracy makes it difficult for them to
understand the procedures. With the growing effort to encourage
veterans to use the resources of the California Department of
Veterans Affairs (CalVet), this bill will give CalVet the
ability to provide information about state promotional exams to
job seeking veterans."
