SUMMARY :
This bill requires the State Personnel Board (SPB) to notify
the California Department of Veterans Affairs (CalVet) when
any promotional examination for the establishment of an
eligible list is announced or advertised.
BACKGROUND AND ANALYSIS :
1)Current law :
a) grants oversight of the state civil service merit
system, including exams and state hiring, to SPB.
b) allows persons retired from the United States
military, honorably discharged from active military duty
with a service-connected disability, or honorably
discharged from active duty, to apply for promotional
civil service examinations, including examinations for
career executive assignments, for which they meet the
minimum qualifications as prescribed by the class
specification.

c) requires, in evaluating minimum qualifications, that
related military experience be treated as state civil
service experience in a class SPB deems comparable based
on the duties and responsibilities assigned.
d) authorizes Veterans Preference Points to be awarded
in open and open non-promotional entrance examinations
to eligible veterans and their spouses, widows, or
widowers as specified.
1)This bill :
a) requires SPB to notify CalVet when any promotional
examination for the establishment of an eligible list is
announced or advertised.
FISCAL :
According to the Assembly Appropriations committee, this bill
will result in minor and absorbable costs.
COMMENTS :
1)Argument in Support
The author states that the bill would help CalVet provide
information on state promotional exams to veterans, encourage
veterans to use CalVet resources, and help veterans navigate
the unfamiliar bureaucracy of civil service procedures.
