           SUMMARY  :  Requires the California State University (CSU) Board 
          of Trustees, and requests the University of California (UC) 
          Board of Regents, to require each of its campuses to designate 
          an individual to serve as a liaison between campus law 
          enforcement agencies and students exercising specified 
          constitutionally guaranteed rights.

           The Senate amendments  make technical and clarifying changes.
           
          AS PASSED BY THE ASSEMBLY  , this bill was substantially similar 
          to the version approved by the Senate.

           FISCAL EFFECT  :  According to the Senate Appropriations 
          Committee, pursuant to Senate Rule 28.8, negligible state costs.

           COMMENTS  :  In December 2011 and May 2012, the Assembly Higher 
          Education Committee and the Senate Education Committee held 
          joint informational and oversight hearings related to campus 
          protest incidents on public university campuses, including 
          presentations on various reports commissioned in response to 
          these protests.  Campus leadership, faculty, and student groups 
          reported upon progress in implementing recommendations from the 
          reports, outlined additional steps being taken in response to 
          the report findings and highlighted additional concerns needing 
          to be addressed.  One theme that emerged from the hearings was 
          the lack of communication between members of the university 
          police departments, the university administrators that oversee 
          those departments, and the students and demonstrators protesting 
          on campus.
