To the Members of the California State Assembly:

I am returning Assembly Bill 1963 without my signature.

This bill would require another report on tax revenue volatility,
this one from the Legislative Analyst.

The Legislature can have its own analyst prepare the report by simply
asking.  A law isn't needed.
