To the Members of the California State Assembly:

I am returning Assembly Bill 2053 without my signature.

This bill makes the vesting period for BART employee's retirement
health benefits 15 years.

The labor contracts for BART's five bargaining units expire next
year, so negotiations for new contracts will start soon if not
already.  The vesting period for health benefits is a matter that
should be negotiated in the new contracts.  This bill removes the
vesting period from negotiations.
