           SUMMARY :  Requires the California Interscholastic Federation 
          (CIF), when it reports to the Legislature and the Governor on 
          its evaluation and accountability activities, to transmit an 
          electronic copy of the report to the Assembly Arts, 
          Entertainment, Sports, Tourism and Internet Media (AEST&IM) 
          Committee, the Assembly Education Committee, and the Senate 
          Education Committee. 

           FISCAL EFFECT  :  This bill is keyed non-fiscal by the Legislative 
          Counsel.

           COMMENTS  :  Background on CIF:  Since 1914, the California 
          Department of Education (CDE) has allowed CIF, a voluntary 
          association of schools, to regulate interscholastic athletics 
          statewide.  CIF consists of 10 regional sections, each of which 
          is divided into several "leagues," for purposes of scheduling 
          athletic contests, assigning referees, etc.  Similar 
          organizations exist in other states.  Almost all public, private 
          and parochial schools are CIF members. 

          This bill requires CIF to electronically submit their report to 
          the Assembly AEST&IM and Education Committees, and the Senate 
          Education Committee.

          According to the author, in 2008, the AEST&IM Committee held an 
          informational hearing looking into the state oversight of the 
          CIF, and the organization's operation of state athletic

          competitions.  The AEST&IM Committee learned that the assignment 
          to the CIF of administering interscholastic athletic activities 
          in California secondary schools is subject to a five year 
          sunset.  Each five year renewal period, according to the 
          Education Code, is to be accompanied by an Evaluation and 
          Accountability Goals and Activities Report to the Legislature 
          and Governor.  This sunset review and report, in large part, 
          provide the only meaningful oversight which the state exercises 
          over the CIF.  However, the distribution of the report makes 
          such oversight difficult, as the Education Code does not state 
          to whom the report must be given.  Current practice of the CIF 
          is to deliver copies to the Speaker of the Assembly and 
          President Pro Tempore of the Senate, along with the Minority 
          Leaders of each house.  Testimony in the informational hearing 
          determined that better legislative oversight would be provided 
          if the interested policy committees were also given copies of 
          the report.  One of the recommendations coming out of the 
          AEST&IM Committee's informational hearing was to have the CIF 
          distribute their Evaluation and Accountability Goals and 
          Activities Report to the Assembly and Senate Education 
          Committees, as well as the AEST&IM Committee.  This legislation 
          would implement the AEST&IM Committee's recommendation for 
          distribution of the report, without incurring additional costs 
          burdens on the CIF, by requiring an electronic copy of the 
          report be distributed to the interested policy committees.

          CIF's commitment to transparency:  According to the CIF, "the 
          governance body of the CIF is dedicated to transparency in all of 
          its activities and strives to communicate clearly to parents, 
          students, administrators, and state officials regarding issues 
          affecting interscholastic athletics."  CIF sent the last report they 
          completed to the Education Committee, along with legislative 
          leadership, the Governor and Superintendent of Public Instruction.  
          The report is also currently posted on the CIF Web site.  CIF has 
          indicated that they are pleased and willing to send an electronic 
          copy of the report to the Assembly AEST&IM Committee, and therefore, 
          they believe legislation is not necessary.
