           SUMMARY  :  Allows the Commission on Peace Officer Standards and 
          Training (POST) to evaluate pertinent military police officer 
          training previously completed by any jurisdiction's law 
          enforcement officers for the purposes of determining whether 
          that training meets the current training requirements prescribed 
          by POST and may consider previous military police officer 
          training as part of POST's basic course waiver process.  
          Specifically,  this bill  :

          1)Allows POST to develop a protocol that considers previous 
            military police officers' training as an applicable substitute 
            for portions of the current standard training.  In developing 
            this protocol, POST is required to do the following:

             a)   Assess the content and transferability of military 
               police officer training to fulfill POST's program 
               requirements;

             b)   Identify additional training requirements that must be 
               fulfilled to satisfactorily complete POST's certification 
               program; and, 

             c)   Develop a modular training standard for the purpose of 
               satisfying the unmet requirements identified by POST.  

          2)Requires POST to report to the Legislature by January 1, 2014, 
            on the development of the protocol required by this section.

           EXISTING LAW  requires all peace officers to complete an 
          introductory course of training prescribed by POST, demonstrated 
          by passage of an appropriate examination developed by POST.  

           FISCAL EFFECT  :  According to the Assembly Appropriations 
          Committee, minor absorbable costs to POST to evaluate and 
          develop a protocol.

           COMMENTS  :  According to the author, "In light of the large 
          numbers of returning veterans from the current conflicts and the 
          poor job market due to the economic situation, it is important 
          to simplify and expedite the process by which honorably 
          discharged military policemen may become California peace 
          officers.   California's Commission on Peace Officer Standards 
          and Training (POST) develops the training standards for police 
          officers throughout the state.  This bill will help POST 
          incorporate military police training received by service members 
          into their own civilian training program to help veterans more 
          quickly and efficiently move from a military service career, 
          such as the military police, into a career in civilian law 
          enforcement in California."
