           SUMMARY  :  Requires the California State University (CSU) 
          Trustees and requests the University of California (UC) Regents 
          to establish policies for faculty tenure.  Specifically,  this 
          bill  :  

          1)Declares legislative intent that the public higher education 
            segments develop and adopt tenure policies aimed at 
            encouraging teaching, research and service to the campus 
            community and to the community outside the campus that is 
            provided by faculty members.

          2)Requires the CSU Trustees and requests the UC Regents 
            accomplish all of the following during the 2013-14 academic 
            year:

             a)   Recognize and reward service as appropriate for each 
               discipline, and document the significant service 
               contributions of a candidate for tenure before those 
               service contributions may be used as a basis for a 
               favorable tenure decision; and,

             b)   Develop and distribute throughout their respective 
               segments transparent criteria for tenure that include 
               service, if no criteria of that type that are academically 
               appropriate for each discipline have previously been

               adopted by that segment.  Service is a critical factor in 
               the evaluation of a candidate for tenure.

          3)Requires consultation with academic senates and student and 
            community organizations and taking actions consistent with 
            applicable collective bargaining agreements in fulfilling the 
            provisions of this bill.

           EXISTING LAW  declares legislative intent that the UC Regents, 
          CSU Trustees and California Community Colleges (CCC) Board of 
          Governors (BOG) adopt and develop policies and procedures which 
          ensure that quality teaching is an essential criterion, along 
          with research, in the evaluation of faculty for appointment, 
          retention, promotion, and tenure.  Legislative intent further 
          declares that teaching be given primacy in faculty evaluations 
          and reviews.  

           FISCAL EFFECT  :  According to the Assembly Appropriations 
          Committee, CSU and UC anticipate that costs will be minor and 
          absorbable.

           COMMENTS  :  The process for awarding faculty tenure has 
          traditionally been left to the public higher education segments, 
          and community service is currently one of the major categories 
          for which faculty members are evaluated for tenure at both UC 
          and CSU, along with teaching, research, and professional 
          competence.  The segments have developed processes that rely 
          heavily on the involvement of existing tenured faculty and the 
          academic senates.  Existing statute appears limited to intent 
          language directing the systems to establish tenure policies that 
          encourage high-quality teaching and research.  This bill would 
          establish specific statutory requirements and processes related 
          to faculty service activities.
