An act to add Section 66017.5 to the Education Code,
relating to postsecondary education.
LEGISLATIVE COUNSEL'S DIGEST
AB 2202, as amended, Block. Postsecondary education: expanding
access.
Existing law establishes the segments of the postsecondary
education system in the state, including independent institutions of
higher education, the University of California, administered by the
Regents of the University of California, the California State
University, administered by the Trustees of the California State
University, and the California Community Colleges, administered by
the Board of Governors of the California Community Colleges.
This bill would require the Legislative Analyst's Office to
conduct a study that considers specified things and make
recommendations regarding opportunities for expanding access to
postsecondary education in underserved areas. The bill would require
the Legislative Analyst's Office to submit its report to the
Legislature on or before January 1, 2014.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. The Legislative Analyst's Office shall
conduct a study and make recommendations regarding opportunities for
expanding access to postsecondary education in underserved areas. The
study shall consider the expansion of distance education, the
establishment of off-campus centers and new campuses, regional
partnerships with existing postsecondary education providers, local
admissions guarantees, and other strategies the Legislative Analyst's
Office finds to have merit. The Legislative Analyst's Office shall
submit its report to the Legislature on or before January 1, 2014.
SECTION 1. Section 66017.5 is added to the
Education Code, to read:
66017.5. The Legislative Analyst's Office shall conduct a study

to postsecondary education in underserved areas. The study shall
