           DIGEST  :    This bill extend the sunset date, from 2014 to 
          2019, of the State Water Resources Control Boards (SWRCBs) 
          authorization to collect a charge on specified loans that 
          provides revenue to the State Water Pollution Control 
          Revolving Fund Small Community Grant (SCG) Fund.

           Senate Floor Amendments  of 8/24/12 delete the previous 
          version relating to drinking water and replaces it with the 
          above language.

           ANALYSIS  :    Existing law authorizes SWRCB to assess a 
          surcharge on loans from the Clean Water State Revolving 
          Fund, in lieu of interest on the loans.  Revenue from the 
          surcharge is deposited into the SCG fund for the purpose of 
          providing grants to small communities for the construction 
          of wastewater collection, treatment, or disposal projects.  
          This authorization caps the total revenue to be deposited 
          into the SCG fund at $50 million.  The surcharge sunsets 
          December 31, 2013.  SWRCB has collected approximately $12.2

          million to date and expects to reach the cap of $50 million 
          in 2019.
