           SUMMARY  

          As proposed to be amended, this bill codifies and specifies 
          duties of the Health Workforce Development Council (the 
          Council), an existing committee established within the 
          California Workforce Investment Board (the Board).  It also adds 
          a January 1, 2019 sunset for the statutory authorization of the 
          Council.  Specifically, this bill requires to Council to:

          1)Develop a comprehensive statewide plan and implementation 
            strategy for health workforce development through strategic 
            partnerships.

          2)Examine proven strategies and policies.

          3)Provide guidance on regional health workforce partnerships, 
            and use these partnerships to develop priorities.

          4)Seek expertise from multisector stakeholders. 

           FISCAL EFFECT  

          Negligible additional state costs are expected, given that this 
          bill codifies an existing effort within the Board that currently 
          receives core funding through the federal Workforce Investment 
          Act of 1998 (Public Law 105-220).  

          The proposed January 1, 2019 sunset date would allow the 
          Legislature to reconsider the availability of federal funding 
          for these activities as well as the make-up, duties, and 
          functions of the committee after several years of operation.

           1)Rationale  . According to the author, this measure is necessary 
            to ensure the development, oversight, and continuous 
            improvement of California's health workforce.  Supporters 
            indicate that establishing the Council in statute will 
            increase coordination and collaboration around the state's 
            health care workforce policy and planning.  A variety of state 
            entities and programs currently address individual components 
            that impact state's health care workforce, such as loan 
            repayment programs for specific professions. This measure 
            intends to designate the Council as the central planning 
            entity for California's workforce needs. 

           2)Background  .  The CWIB established the Health Workforce 
            Development Council (HWDC) in August 2010, with a mission to 
            help expand California's health workforce in order to provide 
            access to quality healthcare for all Californians.  One 
            specific objective is to expand California's full-time primary 
            care workforce by 10 to 25 percent over 10 years.  The HWDC is 
            a broad partnership consisting of various public and private 
            stakeholders that are referenced in this bill. 

           3)Amendments  .  Amendments repeal the section authorizing the 
            Council as of January 1, 2019 unless a later enacted statute, 
            that is enacted before January 1, 2019, deletes or extends 
            that date.
